On 4 March 2026, the Synevyr, Kolochava, Drahiv, and Bushtyn territorial communities united to establish the «TeRA» Association.

About the association

The Local Association of Local Self-Government Bodies «TeRA» is a voluntary non-governmental, non-profit association of local self-government bodies created by them to exercise their powers more effectively, to coordinate the actions of local self-government bodies regarding the protection and interests of territorial communities, to promote their social and economic development, and to deepen cooperation in the field of waste management.

The Association has local status and carries out its activities through its members and governing bodies on the territory of the participating communities.

The Association operates on the principles of legality, voluntariness, equality of members, self-governance, independence in determining the directions of its activities, openness, publicity, and democracy.

In its activities, the Association is guided by the Constitution of Ukraine, the Law of Ukraine «On Associations of Local Self-Government Bodies», the Law of Ukraine «On Local Self-Government in Ukraine», the Tax Code of Ukraine, the European Charter of Local Self-Government, current legislation of Ukraine and this Charter, as well as decisions adopted by the governing bodies of the Association within their powers.

The Association was established and registered in the manner prescribed by law governing the activities of the relevant non-profit organisation.

In pursuing its purpose and objectives, the Association does not interfere in the activities of local self-government bodies, does not assume any of their powers, and does not restrict their activities.

To implement its statutory tasks, the Association cooperates with individuals and legal entities regardless of ownership, central and local government authorities, local self-government bodies, charitable foundations, non-governmental public associations, including international organisations and foundations, and other associations and movements whose activities do not contradict the Constitution of Ukraine and the laws of Ukraine.

Main goals of the Association

  • 1promoting interaction among local self-government bodies at all levels, protecting the rights and interests of territorial communities, and supporting educational, scientific, and informational activities in the field of waste management;
  • 2deepening cooperation among territorial communities and organising cross-border cooperation of the Association;
  • 3establishing interaction and cooperation with local self-government bodies in other regions, foreign countries, their associations, and international and foreign organisations;
  • 4creating conditions for the effective implementation of constitutional and legal norms of Ukraine on local self-government and waste management;
  • 5protecting the rights and interests of local self-government bodies;
  • 6ensuring the exchange of experience in the practical resolution of settlement development issues;
  • 7providing consultative, informational, methodological, and practical assistance to local self-government bodies, as well as financial and resource assistance obtained in accordance with the law;
  • 8promoting democratic principles in public administration;
  • 9promoting the development and strengthening of local self-government;
  • 10promoting the social and economic development of settlements;
  • 11protecting the constitutional rights and freedoms of territorial communities to exercise local self-government.
